The Borough Council appoints a number of people to assist them in the conduct of local government affairs. Some of these people have particular job skills; others concentrate on a specific area of community concern. The following describes most of these appointments.
Borough Manager:
The Borough manager is the chief administrative officer of the borough and is responsible to the Council as a whole for the proper and efficient administration of the borough's affairs.
The manager supervises and is responsible for the activities of all municipal departments except the police department. The manager recommends for hire all personnel, except those covered by civil service.
As a part of the duties and responsibilities the manager prepares and submits the annual budget to Borough Council. The manager is responsible for the administration of the budget after its adoption by council.
Codes Enforcement Officer:
Aside from enforcing certain Borough ordinances and codes, the Code Enforcement Officer is responsible for issueing sewer and zoning permits. Residents are required to complete an application form prior to a permit being issued. Most permits are issued within three (3) days of submitting the required application form.
Borough Solicitor:
The Borough Solicitor provides legal advice and represents the Council in legal actions. This is a paid position.
Borough Engineer:
The Engineer provides technical advice, prepares plans and specifications, and provides oversight on most civil engineering projects. Sometimes specialty engineers are retained for particular projects. These are paid positions.
