CODES ENFORCEMENT & COMPLIANCE

The Borough’s Codes Enforcement Officer is who handles enforcing Borough ordinances and addressing complaints and violations. Residents are encouraged to report issues and concerns because we cannot be everywhere all the time. We ask that if you have a concern or issue, please start by talking to the other party and try to resolve the matter amicably. If this step is unsuccessful, please complete the following:

• Submit in writing a complete and signed complaint form to the Borough office.

• Specific details, such as address of concern, type of animal, breed of dog or cat, make/model of vehicle, must be included in the complaint so that action taken can be specific. Without specific details and information, enforcement cannot move forward.

• Complaint forms are available at the Borough office or on the website, www.marysvilleboro.com.

• Please do not call and ask to verbally submit a complaint. Verbal or no name complaints will not be addressed.

• The Codes Official will review all properly filed complaints and determine the next steps while keeping all information confidential.

• If you file a complaint and the situation persists, please contact the Borough office or let the Codes Enforcement Officer know. Too often it is assumed the Borough isn’t taking action when we are not aware that the situation has not been resolved.

RESIDENT REMINDERS

Grass, Weeds & Other Vegetation:

No person, owning or occupying any property within the Borough of Marysville, shall permit grass or weeds or any vegetation whatsoever, not edible or planted for some useful or ornamental purpose, to grow or remain upon such premised to exceed a height of 6 inches.

Swimming Pools:

Any resident with an above ground (any size) or in ground swimming pool must apply for a Zoning Permit prior to installing the pool. Set backs must be met in order to have a pool. A pool cannot be closer than 8 feet from your property lines and 10 feet from a residence.

Unregistered/Unlicensed Vehicles:

No unregistered or unlicensed motor vehicle shall be permitted on private property in the Borough for a period in excess of 30 days unless it is enclosed in a permanent structure.

Pets:

It is unlawful to let cats and dogs run at large. ALL cats and dogs must be leashed or under direct physical control at all times. Owners are also responsible for picking up and properly disposing of their pet’s waste. For those using the Memorial Walking Path at the Marysville Lions Club, plastic bags and disposal containers are provided for pet waste.

Street Sweeping:

Street sweeping takes place every month on the 3rd Tuesday, Wednesday and Thursday from 8AM - 5PM. Please take notice to the posted signs to avoid parking tickets. If you receive a parking ticket, please pay it promptly. Failure to pay the $15 parking ticket will result in a Traffic Citation being issued.

Helmet Safety:

Warmer temperatures mean an increase in outdoor activity of children in the Borough. Parents, please help ensure your children’s safety by making sure all children under the age of 12 wear helmets when riding bicycles and scooters. Please be aware that anyone on a bicycle or scooter has the duties to obey stop signs and other traffic control devices as someone operating a motor vehicle.

Curfew:

Parents are also reminded Marysville Borough has a Curfew Ordinance. Curfew for minors under age 14 is 10PM, for minors between age 14 and 18 years, curfew is 11PM.

Safe Driving:

Warmer weather also means an increase of motorcycles on Pennsylvania roadways - Please Watch for Motorcycles! Also, for ALL drivers, it is illegal to text and drive in Pennsylvania. This includes texting while at stop lights and stop signs. Distracted driving has become the #1 contributing factor of all Motor Vehicle Accidents in the United States.

Garbage & Recyclables:

Garbage and recyclables cannot be put out before 5PM on the day before pick up, but need to be put out by 5AM on the day of pick up. No loose trash permitted, please place in bags or tie in bundles. Do not put trash in the green recycle cans - they are for recyclables only. Do not place plastic bags in with your recyclables due to the bags damage the sorting equipment at the recycle center. Residents are allowed four bags of trash and one large item per week.

TRASH TIPS

• Recycle cans are now available to residents at no charge. Please stop by the Borough Office between 8AM - 4PM if you need one.

• Residents are allowed 4 bags/cans of trash each week, no more than 40 lbs. each. Loose items need to be bundled with sting/twine. If you have more, you can purchase Bag Tags at the Borough Office for $8 each.

• A single large item can be placed with your trash each week. Items containing FREON must have the chemical professionally removed before it can be disposed.

MEDICATION DISPOSAL

The Marysville Police Department has a drug collection unit available in the meeting room at the Borough Office which provides residents with a safe and environmentally responsible way to dispose of unwanted, unused or expired medication. Items can be dropped off during regular office hours.

NO Liquid Medications or Needles can be ACCEPTED!

• Mattresses and box springs need to be bagged. Extra large bags are available at the Borough Office for $6 or you can purchase at Lowes, Amazon, etc…

• Electronics can NOT be placed in your regular trash. Cumberland County Recycling offers a program to ALL residents and businesses, even though we live in Perry County. There is a fee at $0.50/pound. Please visit www.ccpa.net/recycling for more information or call 717-240-6489.

• If your trash or recyclables were missed by the trash company, please report to the Borough Office so we can get another pickup scheduled ASAP.

PERRY COUNTY YOUTH FIELD DAY

The 23rd Annual Perry County Youth Field Day will be held Saturday, June 8, 2024 at the Ickesburg Sportsmen’s Association from 9AM - 4PM. This is a FREE event (rain or shine).

Ages 9 - 16 for both boys and girls. Limit of 200 kids who are registered on a first-come-firstserve basis. To register or for questions, call one(1) of the following phone numbers starting May 4 at 8AM

No calls before 8AM. No Messages will be taken or returned. You must speak to a person to register. It is requested, not required, each child bring one(1) non-perishable food item for donation to the Neighbors Helping Neighbors Food Bank. All participants must wear the T-shirt they are given at all times and the hearing/eye protection provided as required.

Activities include: 22 Rifle Shooting, 20 Gauge Shotgun Shooting, Cowboy Action Shooting, Black Powder Shooting, Archery, Tree Stand Safety, Fishing, National Wild Turkey Federation & Trapping. Check-In begins at 8AM and activities begin at 9AM.

Volunteers Always Needed

Being a volunteer emergency responder is about one thing, it’s not what you look like, what degree you have, or where you come from, it’s about having a heart. If you have the heart to serve this community in a way that few can, you’ve got everything you need to be a member of the Marysville Fire Company! If you would like an application, contact one of our current members or stop by the Fire House on the 3rd Monday of every month any time after 6PM.

Open Positions

We are currently looking for help with Jr. Fire Fighters, Fire Fighters, Fire Police, Handymen/women to help with fixing things around the Fire House. We are also looking for community members will to assist with fundraisers.

MARYSVILLE SPORTSMEN’S ASSOCIATION

Association Trout Stockings in Fishing Creek: Trout will be “float stocked” in Fishing Creek from Route 15 to beyond Lambs Gap Road on May 11, 2024. Anyone who is interested in helping to stock trout that day should be at the nursery by 8:00AM. Portion of Fishing Creek Closed to Fishing: Everyone is advised that Fishing Creek will be closed to fishing on the Association’s property from the lower dam through tail-water of the upper dam for a period of thirty days (Saturday, June 15, 2024 through Sunday, July 14, 2024) to all Fishermen except individuals who are “Handicapped” in accordance with the PA Fish Commission’s definition of Handicapped and children “12 years” of age and under. The stream will be posted with signs from the PA Fish & Boat Commission. Anyone who violates the signs could be arrested by the Commission and/or other Law Enforcement.

PAY YOUR TRASH & SEWER BILL THE EASY WAY – ACH WITHDRAWAL

Marysville Borough offers an automatic bill paying option for ALL accounts to make paying quarterly utility bills easy and eliminates the need to write or mail checks, carry cash to our office AND avoid late payments. Your bill will indicate your current amount due and the date the automatic bank withdrawal will be processed (or the first business day thereafter). Your charge(s) will appear on your bank statement.

TO ENROLL FOR THIS SERVICE, PLEASE DO THE FOLLOWING:

1. Fill out, sign and return this entire form along with a VOIDED CHECK or LETTER FROM BANK STATING YOUR BANK ACCOUNT AND ROUTING NUMBERS, to Marysville Borough, 200 Overcrest Road, Marysville, PA 17053.

2. Make sure the magnetic numbers across the bottom of the voided check are intact, that the check is from the proper account that you want debited, and that you have enough money in that account to cover your bill on the day it is due. Note: If your withdrawal is denied for ANY reason, there will be a charge according to the current FEE SCHEDULE in addition to any late payment penalties assessed and you will be removed from ACH payments

DEADLINES TO ENROLL:

Place a checkmark next to the quarter you would like your first ACH withdrawal to occur. Please note the specific cut-off dates for enrollment. If you enroll after the cut-off date for a particular quarter, you will be enrolled for the next quarter.

1. Change to bank account information. A new, properly filled out, ACH enrollment form with new account information, must be sent to or dropped off at our office along with a voided check or bank letter for new account.

2. Discontinuing this service for any reason, including selling your property. If discontinuing ACH service, an alternate timely payment of your quarterly bill will still be required by the billing due date. (Check/Cash/Credit Card) By signing below, I/We hereby authorize the Marysville Borough to withdraw the cost of my quarterly sewer and trash fee from my checking account. This authorization will remain if effect until I provide the minimum three (3) weeks notification to terminate this agreement for any reason listed above or otherwise. And when that stormwater ows into street gutters, storm drains, and downstream, it can pollute rivers, lakes, and streams. Follow these simple pollution solutions to help keep local waterways clean and healthy!

DON’T MOW TOO LOW

Only remove 1/3 of the grass blade height and leave clippings on lawn to allow nutrients to return to the soil—they act as a natural fertilizer!

CAREFUL WITH CHEMICALS

Read the label when applying pesticides and fertilizers, use them sparingly, and avoid applying them to pavement. When there is rain in the forecast, any chemicals you apply can wash downstream.
